The Rural Health Information Hub (RHIhub, n.d.) identifies four frameworks for program evaluation: formative, process, outcome, and impact evaluation. Formative evaluation is a general type of evaluation for determining intervention goals during the planning and implementation phases; process evaluation is a specific type of formative evaluation to assess the type, quality, and quantity of services to be delivered. Outcome evaluation is done post-implementation and is used to assess any improvement in health indicators related to the intervention, both short-term and long-term. Finally, impact evaluation is also done post-implementation, but instead analyzes changes in awareness, attitudes, health beliefs, etc. (RHIhub, n.d.).
I think a logical way to view the latter two types of evaluation is to liken outcome evaluation to quantitative research and impact evaluation to qualitative research, as evaluation is, in effect, a research. These are the two primary strategies I would employ to evaluate an intervention, as the two together would provide a more complete picture of the interventionâs effect on the community, both in terms of measurable outcomes and of the attitudes and behaviors which influence those outcomes.
