The economic, geographic and race/ethnicity distribution of NYC’s COVID-19 cases and deaths points to significant inequities. The RWJF’s Communities in Action described the causes as:
1. Intrapersonal, interpersonal, institutional, and systemic mechanisms (i.e., structural inequities) that organize the distribution of power and resources differently across lines of race, gender, class, sexual orientation, gender expression, and other dimensions of individual and group identify.
2 Unequal allocation of power and resources—including goods, services, and societal attention—which manifests itself in unequal social, economic, and environmental conditions (i.e., determinants of health).
You are advising the Mayor about the allocation of NYC Department of Health and Mental Health (DoHMH) resources for the next budget cycle. Currently, distribution of the community health budget of the Department is based on population. The community health districts with the greatest number of people receive the largest share, and so on. You are considering a proposal to distribute based on a formula composed of the number of people adjusted by age, poverty, and early death statistics.
