Case ScenarioLuisa is a 25-year-old woman who has lived in New Orleans all her life. She has worked as a retail store manager, and her husband has been a police officer. The couple has two sons, ages five and eight. Luisa and her children waited out Hurricane Elsa in their home while the father worked his shift as a police officer. The couple had considered evacuating, but they did not want to leave alone Luisa’s elderly mother, who was immobile but alert and lived in the couple’s home
When water began flowing into the house some hours after the storm, Luisa moved her children into the attic, but her mother was too heavy for her to carry alone. She remained with her mother as the room took in more water. The mother’s mattress floated in the water, and Luisa treaded water beside it as she held her mother’s hand with one hand and the mattress with the other. Her mother cried and screamed in fear, and Luisa tried to calm her down, telling her the water would stop or else help would soon arrive. Eventually, when the room was almost entirely submerged, Luisa feared she might drown and abandoned her mother to go to the attic.
Luisa and her children watched in fear as water infiltrated the attic and continued to rise. The children cried and held on to Luisa, who struggled to remain calm even as she realized that her mother had died in the room below them and as she feared that she and her children might drown too. Calmly, Luisa took a chair in the attic and thrust it toward the roof to create a hole large enough to climb through, just in case the water continued to rise. She and her children eventually had to climb onto the roof, where a lake around them had replaced their once-tranquil neighborhood. They waited on the roof for six hours until rescued by volunteers on a helicopter.
Now, two weeks later, Luisa and her children are in Corpus Christi, Texas, in a shelter for homeless families. She does not know if her husband is alive, she never saw him while she stayed at the Super Bowl stadium awaiting evacuation. She constantly and vividly remembers her mother’s tearful face and agonizing cries – the last scene she had with her mother before ascending to the attic. Luisa cannot sleep well at night, because she has nightmares about the flood and its devastating consequences. During a rainstorm shortly after her arrival in Texas, Luisa was overcome with fear and could not breathe easily. Similarly, she was scared to shower or bathe because it reminded her of being covered in water in her mother’s room. At the homeless shelter, she constantly looks around her to make sure no dangers are present. Even so, when someone approached her, she reacts with such surprise that the person inevitably apologizes. Her children hug her and seek comfort from her, but she feels too numb and stressed to be affectionate.
Sensing her distress, rescue workers tried to talk to Luisa about her situation, but she refused to discuss the flood, the traumatic rescue, her mother’s death, or her anguish about her husband’s uncertain fate. She feels detached from those around her as if she was looking at them through a thick pane of glass. She cries often, and she is prone to yelling at rescue workers or snapping at her children. When rescue workers tried to talk to her about her future plans – where she would live, how she would support her family, and when she would learn her husband’s fate – Luisa yelled at them to “shut up”. She has difficulty thinking about the future because she felt her experience in the flood taught her that life is fragile and short and that she would soon die.
