Week 4, Discussion 1: Disaster Management Capacity Building Approaches for National Governments Purpose Discussion board assignments provide you the opportunity to share what you have learned in this course, and to learn from your peers by participating in a discussion. Overview Just as recent years have seen an explosion of initiatives to improve the international humanitarian architecture, there has been a lot of movement on the issue of national disaster management capacity building. Whether this momentum will continue at the same pace is unknown, but what is clear is that the stages of the disaster cycle are priority areas of investment for governments around the world. This section examines, in brief, internationally agreed targets for improving disaster management capacity as well as common approaches to support nations in achieving these targets. The Sendai Framework for Disaster Risk Reduction and other related post-2015 initiatives are some of the biggest drivers in this arena but are by no means the only forces propelling change. The information below skims the surface of this topic. Tapping into your own background in public health and if applicable disaster management may help you to view this topic from the perspective of another country receiving capacity building. This lens will hopefully spur additional questions or challenges to the status quo. Instructions Review the following: ⢠Global Assessment Report on Disaster Risk Reduction – 2019 United Nations Report. Retrieved from o Read Chapter 1, 3, and 6 especially the risks related to Climate Change and Drought. ⢠Sendai Framework – UNISDR Retrieved from o Critique of the Sendai Framework – Global Network of Civil Society Organizations for Disaster Reduction ⢠Download the Review of the Sendai Framework for Disaster Risk Reduction 2015-2030 word file by Marcus Oxley. What are some issues you have identified in the approach to disaster management capacity building? 2. Is there anything in the current approaches that worries you for the future of disaster management in other countries? 3. Do you think the Sendai Framework for Disaster Risk Reduction targets is achievable by 2030? 4. Countries are not homogenous. What are some of the dangers of placing nations in certain categories for planning purposes, and what are some realistic ways to avoid these dangers? First, you will share your initial discussion post based on the assignment guidelines. ⢠Submit an analysis ⢠Use course content and external sources to support your thoughts. o Cite using APA style ⢠Write a 500 – 750 word-initial discussion post ⢠Please be sure to provide references to the peer-reviewed literature. For graduate-level scholarship this is a requirement. I am looking for you to go beyond the assigned readings and use the literature to support your conclusions and analysis. At the graduate level, we are not able to simply assert our opinions but it must be linked to the theories and supported by scholarly work. For this class, in particular, I would like you to support your analysis with the most current literature possible. Use of external non-peer reviewed sources can also be utilized in conjunction with your peer-reviewed sources such as government websites and think tanks. ⢠A minimum of 2-3 references from academic peer-reviewed journals is required ⢠Post your response in the corresponding Discussion Board All sources should be cited using APA citation style. Please support your analysis with references primarily to the academic peer-reviewed literature.
