A few years back the Office of Inspector General (OIG) requested, via a Corporate Integrity Agreement (CIA), that the Chief Compliance Officer have direct reporting lines into the Chief Executive Officer (and / or the Board of Directors).  Essentially, they wanted Compliance and Legal to have bifurcated reporting lines.  Many pharma companies are structured this way now.  To be clear, most companies have a separate Legal function and a separate Compliance function.  In a paragraph or two, let me know your thoughts as to why you believe the government desired this bifurcation of roles – support your position with some rationale.
