2. Given the discussion in “Young Invincibles” of the benefits and problems with
“community rating” and “age banding” insurance systems, and the views put forth in
the Daniels and Kawachi articles, where do you stand on the question of opportunity
versus access to health care? Is health care a right? If so, what are the limits? If not,
why not? The other issue that comes with this question is, of course, what is the
obligation that comes with any proposed right to health care and who should be
obligated to shoulder the burden? Do you side with Daniels or Kawachi? We might
also discuss the “Market Mechanisms in Health Care” discussion from the reading
p. 179.
